They do not alter the figure on a verbal request. They ask about reporting criteria and consult the data owner. Facts and context can be presented together without erasing inconvenient data.
The GAO Green Book treats reliable operational information and compliance as aims of internal control. Concealing a material fact can leave decision-makers with a false picture of risk.
Accurate reporting protects the people who must decide from the record, including the person responsible for preparing it.
