They discuss giving notice and setting a calendar reminder. The flowers can remain a kind gesture, while responsibility must appear on days without flowers too.
The APA's discussion of apologies highlights acknowledging harm and offering repair. A gift can express care, but without naming what happened or changing behavior, it does not answer the question of responsibility.
A gift may be lovely. Consistent change on ordinary days is what can begin rebuilding trust.
