Before the next assignment, they ask what decision the reader must make and arrange a one-day outline review. This saves drafting time and a round of rework.
OPM describes performance management as planning, monitoring, developing, rating, and rewarding. Agreed goals and measures help people understand which results their effort should serve.
Clarifying criteria at the start is usually easier than discovering on delivery day that two people were solving different problems.
