Illustrative scene: A team wants to use customer phone numbers from orders for a promotion. The file owner sees that the numbers were supplied for delivery.
They pause the campaign and ask the policy owner whether there is authorization and an appropriate contact route. The plan may need to change, but customer trust is not treated as a shortcut.
NIST defines data minimization as limiting personal information handling to what is relevant and necessary for an authorized purpose. Access to data is not permission for every use.
“We already have the data” describes possession, not permission to use it.
