They request the missing records and consult the approval owner rather than treating a verbal assurance as evidence. The pause is inconvenient but avoids certifying what has not been checked.
The GAO Green Book treats reliable operational information and compliance as aims of internal control. Concealing a material fact can leave decision-makers with a false picture of risk.
